  1. The research objective is to estimate consumer willingness to pay (WTP) for electricity grid fortification. Data are from a representative survey of Oklahoma citizens. Extreme weather events, aging utility infrastructure, increased demand for affordable energy, and terrorism threaten the safety and security of the way most citizens access electricity. This study is a first look at public willingness to support energy grid security measures in the United States Southern Great Plains. Findings suggest that consumers would pay an additional 14.69 in monthly utility bills for a fortified grid. This WTP estimate is close to a recent energy bill hike of 14 initiated by local electricity providers. The findings provide policymakers and energy providers with information on consumer willingness to support efforts to modernize the current grid.

Abstract Research has demonstrated that members of the public recognize anomalous weather patterns, and that subjective perceptions of the weather are related to beliefs about the occurrence of climate change. Yet despite two decades of scholarship and dozens of studies, inconsistent and insufficient data have made it difficult to credibly identify the causal impact of objective experiences on perceptions, and the impact of perceptions on beliefs regarding climate change occurrence. Here, we overcome these limitations by collecting and analyzing data from a 5-y panel survey of 2,500 individuals in Oklahoma, a US state that is highly divided on questions about climate change. Our findings indicate that the relationship between local weather anomalies and climate change beliefs is heavily dependent on baseline beliefs about whether climate change was occurring. For people who did not believe in climate change in the initial survey in our series, perceptions of anomalously hot and dry seasons shifted their beliefs towards the occurrence of anthropogenic climate change, whereas their perceptions of anomalously cool and wet seasons shifted their beliefs away from anthropogenic climate change. This relationship was not present among people who believed that climate change was occurring at the beginning of the study; their perceptions of seasonal temperature and precipitation anomalies had no effect on their beliefs about climate change. These patterns have substantial implications for the evolution of public beliefs about climate change.

Utilizing a random sample of Oklahoma, USA residents, this paper examines the factors that are 1) associated with concern for the current state of the electrical grid in Oklahoma, and 2) associated with willingness-to-pay (WTP) for electrical grid improvements in the state. We develop a conceptual model using a risk perception framework and based on previous literature to hypothesize which variables should be related to our dependent variables (concern for the electrical grid, and WTP for improvements to the grid). We then test our conceptual model using a structural equation model (SEM). The results suggest that respondents who hold higher perceptions of weather-related risks and perceive more risks from electrical outages had greater concern for electricity infrastructure. Additionally, respondents who expressed less trust in those charged with electrical grid maintenance reported more concern for electricity infrastructure. The results for our second research question suggest that lower cost, respondents who were more politically liberal, non-white, trust grid maintenance, perceived risks of electrical outages and have concerns for the electrical grid infrastructure were all related to WTP for electrical grid improvements. We conclude the paper with implications of our findings and some brief recommendations for electrical grid concern and WTP for modernization.

  4. Light pollution is a global threat to biodiversity, especially migratory organisms, some of which traverse hemispheric scales. Research on light pollution has grown significantly over the past decades, but our review of migratory organisms demonstrates gaps in our understanding, particularly beyond migratory birds. Research across spatial scales reveals the multifaceted effects of artificial light on migratory species, ranging from local and regional to macroscale impacts. These threats extend beyond species that are active at night – broadening the scope of this threat. Emerging tools for measuring light pollution and its impacts, as well as ecological forecasting techniques, present new pathways for conservation, including transdisciplinary approaches.
